During the 81st Texas legislature session, the Texas Association of Community Health Centers (TACHC) championed what was considered to be an uphill effort to consolidate and improve funding for a state physician loan repayment program. The goal was to give its member centers and clinics a valuable tool for recruiting new doctors in the years ahead. 

TACHC turned to Hahn, Texas to lead the media relations/public affairs component to its legislative push. The outreach effort and media attention (more than 100 news stories) resulted in overwhelming support for the final proposal, with the legislation winning approval in the session’s final days. TACHC succeeded in what has been acknowledged as one of the toughest legislative sessions ever in getting a proposal passed and signed into law. Governor Rick Perry signed the physician loan repayment program bill into law on June 17, 2009.
